Overview

Larissa has a broad energy regulatory practice, with experience in utilities and rates, regulatory approvals and facility applications, market regulation, environmental, Indigenous and surface rights matters. She works across a broad spectrum of sectors including power generation, energy storage, pipelines, electrical transmission and distribution, CCUS, hydrogen and oil and gas. 

Larissa acts for both applicants and interveners before the Alberta Utilities Commission, the Canada Energy Regulator, the Land and Property Rights Tribunal and the Alberta Energy Regulator. Additionally, Larissa has experience assisting clients with environmental assessment and compliance matters. 

Larissa routinely provides regulatory and environmental advice in the context of project development and corporate transactions, including as it relates to electricity generation and connection projects (wind, solar, energy storage, co-generation) and oil and gas infrastructure, including pipelines.

Having spent several years practicing in-house at the Alberta Electric System Operator, Larissa is particularly familiar with the regulatory complexities of project development in the electricity sector and often leverages this expertise in her practice.

Client Work

A natural gas distribution utility in its proceedings before the Alberta Utilities Commission to establish gas utility cost of service.
An integrated energy company regarding an AESO application to the Alberta Utilities Commission for approval of a new electricity transmission tariff design.
Oil, gas and electricity industry clients in the Canada Energy Regulator and other federal and provincial authorities regulation of energy export and/or import.
An oil and natural gas producer before the Canada Energy Regulator in an application by the Explorer and Producers Association of Canada to have a service protocol implemented on the NOVA Gas Transmission Limited natural gas transmission system.
An energy refiner and an integrated energy company before the Canada Energy Regulator regarding Enbridge Pipeline Inc.'s application to overhaul its Mainline oil transmission system by converting to contract carriage, which would introduce long-term, fixed volume contracts on the system.
A sustainable infrastructure company and a district heating company in their applications before the Alberta Utilities Commission to purchase the ENMAX Downtown District Energy Centre and to obtain select exemptions from specified aspects of utility regulation and reporting.
