Overview

Jessica Kennedy's practice is focused on regulatory law as it pertains to resource development, transmission and electricity market regulation. She applies her expertise across a range of sectors, including renewable and conventional power generation, pipelines, electrical transmission and distribution, upstream oil and gas, oil sands and mining.

Jessica has experience in dealing with environmental, regulatory, tariff and Indigenous matters before the Alberta Energy Regulator, Alberta Utilities Commission, Canada Energy Regulator and Mackenzie Valley Land and Water Board, judicial reviews at the Court of King’s Bench and appeals of administrative decisions before the Alberta and Federal Courts of Appeal.

Operating within an ever-evolving legal landscape, Jessica regularly advises clients on regulatory implications for their businesses. She also assists clients with negotiating agreements with Indigenous groups and affected stakeholders and with obtaining regulatory approvals for large scale projects.

Jessica is educated in environmental biology, law and business, and has a keen interest in the current transformation of our energy sector. Her thought leadership includes writing and speaking on renewable project development, carbon emissions regulation, CCUS, environmental assessment, hydrogen, electricity market regulation, critical minerals, geothermal power, energy storage and more.

Westbridge Renewable Energy Corp. regarding its Dolcy Solar + Energy Storage Project, an approved 300 MWAC solar generation facility, 100MW battery energy storage facility and associated substation, including representation in a hearing process before the Alberta Utilities Commission for approval to construct and operate the project.

Varme Energy Inc. in the regulatory (energy and environmental) aspects of a proposed first-in-kind waste-to-energy with CCS facility in the Alberta Industrial Heartland.
Aura Power Renewables Ltd. in the development of the Peace Butte Solar + Storage project, which includes 230 MWAC of solar PV generating capacity, a 75MW (270 MWh) battery energy storage system and a substation in Cypress County, Alberta.
