Jessica Horwitz Leads Customs Valuation and Tariff Classification Sessions at Queen’s Law

Jessica Horwitz, a partner in International Trade and Investment, served as a lecturer in Queen’s University Faculty of Law’s special legal intensive CPD course, Trade Law Essentials: What Businesses Need to Know, on December 8. The program brings together leading practitioners to provide a practical foundation in the core legal concepts that shape international trade.

Jessica delivered sessions on customs valuation and tariff classification, two critical pillars of import compliance that directly affect duty exposure, supply chain planning and pricing strategies. She outlined the key legal principles governing valuation under Canadian and international rules, common compliance pitfalls and best practices for documenting transactions. In her tariff classification segment, she walked participants through the structure of the Harmonized System, classification methodologies and strategies for managing classification disputes.

Drawing on her extensive experience advising companies on cross-border trade issues, Jessica provided actionable guidance to help businesses navigate complex regulatory requirements and strengthen their trade compliance frameworks.
