Head of the firm's public infrastructure projects practice, Paul Blundy specializes in construction law, project finance and project delivery. He has participated in a wide variety of Public-Private Partnership (P3) and Alternative Finance and Procurement (AFP) transactions in various sectors since the advent of the P3 and AFP models, bringing his background in project management, EPC, design-build and traditional construction procurement together with more than 30 years of experience in project finance. Paul has been recognized internationally by Chambers Global: The World's Leading Lawyers for Business for Projects: PPP Infrastructure, as a leading lawyer in project finance by Legal Media Group's Guide to the world's leading Project Finance Lawyers and IFLR1000: The Guide to The World's Leading Financial Law Firms, and was the recipient of the "Client's Choice" award for construction. Acting for clients in power, mining, forestry, oil and gas, manufacturing, healthcare and transportation, Paul's experience includes most sectors of commerce. He has acted for government and private sponsors, owners, lenders, underwriters, contractors, designers and service providers, including negotiating contracts for architects, engineers and other professional advisors and has provided strategic advice on the creation and structuring of project ownership, management and control arrangements.

In addition, Paul has acted for a number of foreign and domestic financial institutions and public and private corporations on financings and restructurings in a variety of industries. His experience includes acting in the purchase and sale of businesses, establishment of new businesses, structuring joint ventures and partnerships and advising management in strategic decision-making. Focusing primarily on real property, Paul represents owners, developers, lenders, tenants and managers in complex real estate ventures and opines on complex titles and title remediation on behalf of insurers and other stakeholders.

ATCO Electric Ltd., as part of the successful proponent team and on behalf of the Alberta PowerLine consortium, in the Fort McMurray West 500 kV Transmission Project, a design, build, own, operate and finance project valued at $1.43 billion. Recognized by Project Finance International as Transactional P3 Deal of the Year 2017 and by IJ Global as North American Transaction Deal of the Year 2017.
The lenders, on a proposal for the Highway 401 Expansion Project.
The developers, in the construction and project financing for a dairy products facility in Kingston. 
The Government of Bermuda, in the redevelopment and 30-year operation of Bermuda's L.F. Wade International Airport. Recognized by IJ Global as North American Project Deal of the Year 2017.
Infrastructure Ontario and Providence Care, with the structuring, procurement, negotiation and settlement of the project documents in the new Providence Care Hospital Project in Kingston, Ontario.
The Government of Nunavut, in the procurement of the Iqaluit International Airport Improvement Project.
Atco Structures & Logistics, in the successful proposal for the design, construction and operation of the Site "C" Workers Accommodation Project. 
Extendicare Canada Inc., in the acquisition, development and project financing of a portfolio of long term care facilities. 
A short listed proponent team on the Mackenzie Valley Fibre Optic line project procured by the Government of the Northwest Territories.
Ameresco Canada, in the design build contract for the B.C. Housing Single Resident Occupancy Project in Vancouver. 
Raleigh Wind Power Partnership, and its sponsor, Invenergy Wind North America LLC in its $179,000,000 project financing of the Raleigh Wind Energy Project.
Omstead Foods Limited, in the divestment of its frozen vegetable and coated appetizer division to Bonduelle SA and its frozen fruit division to Silver Valley Farms.
Blink Telecommunications Inc., a wholly-owned subsidiary of Oakville Hydro Corporation, in its acquisition of Milton Hydro Telecom Inc.
EllisDon Corporation, in the $44.9-million alternative financing and procurement transaction involving the redevelopment of the Hamilton General Hospital campus of Hamilton Health Sciences Corporation.
Shell Canada Products, in regulatory, environmental, aboriginal and land matters regarding a proposed refinery project.
Corpfinance International Limited, in the $36.4-million project financing for the Stoney Nakoda First Nations casino in Alberta.
Infrastructure Ontario and Niagara Health System, in the alternative financing and procurement transaction for a new acute care hospital and cancer centre in St. Catharines, Ontario.
Infrastructure Ontario and the Ministry of Community and Social Services, in the $93-million alternative financing and procurement transaction involving the construction and financing of the new Roy McMurtry Youth Centre in Brampton, Ontario (public-private partnership/alternative financing and procurement).
Infrastructure Ontario and Bluewater Health, in the $214-million expansion and redevelopment of Bluewater Health's Norman Site (public-private partnership/alternative financing and procurement).
Infrastructure Ontario and the Joint Executive Committee of the North Bay General Hospital and the Northeast Mental Health Center, in the alternative financing and procurement transaction for the North Bay Regional Health Centre, a new co-located acute care hospital and specialized mental health centre in North Bay, Ontario. 
Brighton Beach Power L.P., a limited partnership formed by ATCO Power and Ontario Power Generation, in the development and the private bond and term debt financing project for the 580-MW, $400-million Brighton Beach Combined Cycle Power Project, the largest merchant power project financing in Canada to date.
Brookfield LePage Johnson Controls, the facilities management service provider and a member of the Access Health Vancouver consortium, in the public-private partnership transaction for the new Gordon and Leslie Diamond Health Care Centre in Vancouver, British Columbia.
Senior noteholders of Vicwest Corporation, in its $90-million note debt restructuring pursuant to the Companies' Creditors Arrangement Act.
TELUS Corporation, in its acquisition of PSINet Canada including matters concerning PSINet Limited and its Canadian affiliates (PSINet Canada) filing for CCAA protection.
Ontario Realty Corporation, in the new archives building for the Archives of Ontario.
TriWest Capital Partners Inc., and other shareholders of Highland Transport, in its investment in Highland.
Wachovia Corporation, formerly Congress Financial Corporation (Canada), the lender, in the US$140.3-million purchase and sale transaction by CNL Income Properties Inc. and Intrawest Corporation of several retail and commercial properties at several Intrawest Resort Villages in Canada and the United States.
The owner, in the development and servicing of the Musselwhite Gold Mine in Ontario.
