Appearing in Glen Kauth's Law Times article “Wireless Phone Companies Must Upgrade 911 Services,” Duncan Card comments on the CRTC's decision to have wireless phone service providers supply upgraded 911 emergency services by February 2010. Citing potential problems in adding to existing telecom grids, Duncan points out the inherent risk of incompatibility when adding new technology to existing systems.  He further comments on the source of the regulation, pointing out that the group who created the legislation wasn't necessarily the body that should have created it.
