Deirdre Sheehan advises and represents clients in relation to the regulatory and environmental aspects of electricity, oil and gas and other energy developments, including regulatory proceedings for setting rates and tariffs and facility approvals for power transmission lines, wells, pipelines, oil sands developments, upgraders, renewable generation, gas storage, and waste disposal facilities.

Deirdre has more than 15 years of experience advising and providing strategic advice to clients on federal and provincial regulatory matters in respect of energy and utility developments and associated rates and tariff issues. She regularly advises on matters related to various regulatory agencies, including before the Alberta Utilities Commission, the Alberta Energy Regulator (and its predecessor, the Energy Resources Conservation Board), the Canada Energy Regulator (formerly the National Energy Board) and other regulatory agencies and tribunals, including Alberta Environment and Parks, the Alberta Environmental Appeals Board, the British Columbia Utilities Commission and Northwest Territories Public Utilities Board.

Deirdre also advises clients on all manner of Aboriginal law issues (consultation, approvals, access and compensation) related to resource development on reserves, settlements and traditional lands. Deirdre has extensive experience in environmental impact assessments required under provincial and federal laws and advises clients on regulatory and environmental matters involving the oil sands, pipelines, oil and gas, electricity, waste management and other energy areas.

She has represented clients before regulatory tribunals on matters related to facilities approvals; rates and tariffs; jurisdictional issues; Indigenous rights and consultation matters; and energy imports and exports. Before the Alberta Utilities Commission, she regularly represents regulated entities on rates and tariff matters, and on matters related to facilities approvals and their interconnections to the Alberta Interconnected Electric System (AIES).

Deirdre is also a member of the firm's Power and Renewables Industry Team.

Prior to joining Bennett Jones, Deirdre served as a law clerk to the Alberta Court of Appeal and Court of Queen's Bench.

ATCO Electric Ltd., in various transmission tariff proceedings before the Alberta Utilities Commission, 2011 through 2019.
MEG Energy Corp. as proponent of an approximately 150,000 bpd in situ oil sands development in Northeastern Alberta (Christina Lake Project – Phase), and a proposed multi-phased in situ oil sands development with a total design capacity of approximately 120,000 bpd (Surmont Project). Mandate includes advice on various Aboriginal law issues including the duty to consult; consultation strategies; the scope and extent of aboriginal rights; and the implications of Aboriginal issues in the context of regulatory approvals and environmental impact assessments.

Various clients, in Alberta Energy Regulator related matters, including with respect to gas storage projects, waste disposal and facility approvals for sweet and sour gas facilities, and hydraulic fracturing.
Lead Counsel to Alberta PowerLine LP, a transmission facility owner, on all facility approvals before the Alberta Utilities Commission for the Fort McMurray West 500-kV Transmission Project, designated as Critical Transmission Infrastructure between Edmonton and the Fort McMurray area of Alberta, including in respective of environmental impact assessment and Indigenous consultation issues.
Undisclosed client, regarding rate-setting processes and light-handed regulation before the British Columbia Utilities Commission.
ATCO Gas, a performance-based ratemaking regulated utility, before the Alberta Utilities Commission in respect of capital costs adjustments to be reflected in rates for 2014 and 2015.
Yukon Electrical Company Limited, in regulatory approvals and re-licensing of a hydro project before the Yukon Water Board, including in respect of environmental impact assessment and Indigenous consultation issues.
MEG Energy Corp., as proponent of an approximately 150,000 bpd in situ oil sands development in Northeastern Alberta, including with respect to various Indigenous law and consultation issues, regulatory approvals and environmental impact assessments.
StatoilHydro Canada Ltd., on all aspects of its oil sands project development, including the commercial application for project development, the environmental impact assessment, and Indigenous consultation.
North West Upgrading Inc., in all regulatory and environmental approvals associated with the construction, operation, and reclamation of a $4 billion bitumen upgrader in the Alberta Industrial Heartland.
Synenco Energy Inc. as lead counsel for all regulatory and environmental approvals associated with the construction, operation, and reclamation of the oil sands mine and extraction facility near Fort McMurray, Alberta.
Xstrata Coal with its $147-million acquisition of First Coal Corporation.
A large oil and gas producer regarding First Nations consultation in relation to energy project developments on reserve lands and traditional lands of various First Nations in Alberta and British Columbia.
Emera Brunswick Pipeline Company Ltd. in a $350-million pipeline project connecting the Canaport LNG project to domestic and export markets.
